1 An Act relating to domestic violence education requirements for
2 the issuance and renewal of certain professional licenses.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 154B.6, subsection 1, Code 2024, is
2 amended by adding the following new paragraph:
3 NEW PARAGRAPH. d. On or after the effective date of this
4 Act, an applicant for licensure as a psychologist shall have
5 completed three credit hours of graduate-level courses related
6 to domestic violence.
7 Sec. 2. Section 154C.3, subsection 1, Code 2024, is amended
8 by adding the following new paragraph:
9 NEW PARAGRAPH. d. Domestic violence education. On or after
10 the effective date of this Act, an applicant for a license
11 under this chapter shall have completed three credit hours of
12 graduate-level courses related to domestic violence.
13 Sec. 3. Section 154D.2, subsection 1, Code 2024, is amended
14 by adding the following new paragraph:
15 NEW PARAGRAPH. d. On or after the effective date of this
16 Act, an applicant for a license to practice marital and family
17 therapy or mental health counseling shall have completed three
18 credit hours of graduate-level courses related to domestic
19 violence.
20 Sec. 4. NEW SECTION. 272C.2D Continuing education minimum
21 requirements —— psychology, social work, marital and family
22 therapy, and mental health counseling.
23 The board of psychology, board of social work, and board
24 of behavioral science shall adopt rules requiring a person
25 licensed pursuant to section 154B.6, 154C.3, or 154D.2 to
26 complete two hours of continuing education credits relating to
27 domestic violence as a condition of license renewal.
28 EXPLANATION
29 The inclusion of this explanation does not constitute agreement with
30 the explanation’s substance by the members of the general assembly.
31 This bill relates to requirements for the issuance and
32 renewal of a license to practice psychology, social work,
33 marital and family therapy, or mental health counseling. The
34 bill requires that an applicant for a license to practice
35 psychology, social work, marital and family therapy, or mental

1 health counseling on or after the effective date of the bill
2 complete three credit hours of graduate-level courses related
3 to domestic violence. The bill also requires the boards of
4 psychology, social work, and behavioral science to require
5 licensees to complete two hours of continuing education
6 credits relating to domestic violence as a condition of license
7 renewal.
