A BILL FOR
1 An Act modifying provisions related to world language
2 instruction in grades nine through twelve by prohibiting
3 the incorporation of gender-neutral language when the world
4 language being taught utilizes a grammatical gender system.
5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 256.11, subsection 5, paragraph f, Code
2 2024, is amended to read as follows:
3 f. Two sequential units of one world language, which
4 may include American sign language. The world language
5 instruction shall not alter the world language to incorporate
6 gender-neutral language if the world language being offered and
7 taught utilizes a grammatical gender system.
8 Sec. 2. Section 256E.7, subsection 2, paragraph g, Code
9 2024, is amended to read as follows:
10 g. Be subject to and comply with the requirements of section
11 256.7, subsection 21, and the educational standards of section
12 256.11, unless specifically waived by the state board during
13 the application process; provided, however, that the state
14 board shall not waive the educational standards established in
15 section 256.11, subsection 5, paragraph “f”, related to the
16 prohibition against incorporating gender-neutral language into
17 world language instruction if the world language being taught
18 utilizes a grammatical gender system.
19 Sec. 3. Section 256F.4, subsection 2, Code 2024, is amended
20 by adding the following new paragraph:
21 NEW PARAGRAPH. p. Be subject to and comply with the
22 requirements of section 256.11, subsection 5, paragraph
23 “f”, relating to the prohibition against incorporating
24 gender-neutral language into world language instruction if
25 the world language being taught utilizes a grammatical gender
26 system in the same manner as a school district.
27 EXPLANATION
28 The inclusion of this explanation does not constitute agreement with
29 the explanation’s substance by the members of the general assembly.
30 This bill modifies provisions related to world language
31 instruction in grades 9 through 12 in school districts,
32 accredited nonpublic schools, charter schools, and innovation
33 zone schools by prohibiting the incorporation of gender-neutral
34 language when the world language being taught utilizes a
35 grammatical gender system.
