1 An Act relating to special landowner deer hunting licenses.
2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 483A.24, subsection 2, paragraph c, Code
2 2024, is amended to read as follows:
3 c. Upon written application on forms furnished by the
4 department, the department shall issue annually without fee two
5 deer hunting licenses, one antlered or any sex deer hunting
6 license and one antlerless deer only deer hunting license, to
7 the owner of a farm unit or a member of the owner’s family,
8 but only a total of two licenses for both, and to the tenant
9 of a farm unit or a member of the tenant’s family, but only
10 a total of two licenses for both. The deer hunting licenses
11 issued shall be valid only for use on the farm unit for which
12 the applicant applies pursuant to this paragraph. The owner or
13 the tenant need not reside on the farm unit to qualify for the
14 free deer hunting licenses to hunt on that farm unit. The free
15 deer hunting licenses issued pursuant to this paragraph shall
16 be valid and may be used during any bow or firearm deer hunting
17 season. The licenses may be used to harvest deer in two
18 different seasons open season using a method of take authorized
19 for that season, subject to any other restrictions that may
20 apply, without first designating a season of use for the
21 license, but only one deer shall be harvested for each license.
22 In addition, a person who receives a free deer hunting license
23 pursuant to this paragraph shall pay a one dollar fee for each
24 license that shall be used and is appropriated for the purpose
25 of deer herd population management, including assisting with
26 the cost of processing deer donated to the help us stop hunger
27 program administered by the commission.
28 EXPLANATION
29 The inclusion of this explanation does not constitute agreement with
30 the explanation’s substance by the members of the general assembly.
31 This bill relates to special landowner deer hunting
32 licenses. The bill allows the two special deer hunting
33 licenses issued to resident landowners or tenants, or their
34 family members, to be used without first designating the season
35 of use for the license. The bill allows the licenses to be

1 used in any open season using a method of take authorized for
2 that season. Current law specifies that the licenses may only
3 be used during any bow or firearm deer hunting season and for
4 harvesting deer during two different seasons.
