2 2024, is amended by striking the paragraph.
3 EXPLANATION
4 The inclusion of this explanation does not constitute agreement with
5 the explanation’s substance by the members of the general assembly.
6 This bill relates to the reporting requirements of the
7 department of education’s commission on educator leadership and
8 compensation.
9 Current law requires the department of education to
10 establish a commission on educator leadership and compensation,
11 which is tasked with, among other things, monitoring the
12 implementation of the frameworks and comparable systems by
13 school districts pursuant to Code section 284.15 (Iowa teacher
14 career paths, leadership roles, and compensation framework),
15 Code section 284.16 (instructional coach model), and Code
16 section 284.17 (comparable system criteria). Under current
17 law, the commission is required to submit an annual report to
18 the director of the department of education, the governor, and
19 the general assembly containing the commission’s findings and
20 any recommendations, including recommendations for changes
21 to the framework established in Code section 284.15, and
22 the comparable systems set forth in Code sections 284.16
23 and 284.17, and for changes to Code section 284.11 (state
24 supplemental assistance for high-need schools). The bill
25 strikes this reporting requirement.
