1 An Act relating to the salaries of assessors who are appointed
2 to serve a previous assessor’s unexpired term.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 441.8, Code 2024, is amended by adding
2 the following new subsection:
3 NEW SUBSECTION. 9. Notwithstanding a budget previously
4 established pursuant to section 441.16, if an assessor is
5 appointed to fill a vacancy, the conference board may establish
6 a salary for the newly appointed assessor in an amount the
7 conference board determines to be reasonable.
8 EXPLANATION
9 The inclusion of this explanation does not constitute agreement with
10 the explanation’s substance by the members of the general assembly.
11 In the event of the removal, resignation, death, or removal
12 from the county of an assessor, the conference board with
13 jurisdiction over the assessor’s position must fill the vacancy
14 by appointing an assessor to serve the previous assessor’s
15 unexpired term. Each year, the salary for the person holding
16 the position of assessor is set in a budget approved by the
17 conference board.
18 This bill allows the conference board to establish a salary
19 for an assessor that has been appointed to fill a vacancy in
20 an amount the conference board determines to be reasonable,
21 even if the amount is different from the salary approved in the
22 conference board’s approved budget.
