1 An Act establishing the advanced dyslexia specialist
2 endorsement competitive grant program within the department
3 of education and making appropriations.

1 Section 1. NEW SECTION. 256.20 Advanced dyslexia specialist
2 endorsement competitive grant program.
3 1. The department shall develop and administer an advanced
4 dyslexia specialist endorsement competitive grant program to
5 provide grants to teachers licensed by the board of educational
6 examiners to offset the costs associated with obtaining an
7 advanced dyslexia specialist endorsement issued by the board of
8 educational examiners pursuant to section 256.146, subsection
9 21.
10 2. The department shall not provide more than twenty-five
11 grants annually under this section unless surplus moneys are
12 available.
13 3. The state board shall adopt rules pursuant to chapter 17A
14 to administer this section, including rules relating to grant
15 application materials, eligibility requirements, and award
16 criteria.
17 4. An advanced dyslexia specialist endorsement competitive
18 grant program fund is established in the state treasury. The
19 fund shall be administered by the department and shall consist
20 of moneys appropriated by the general assembly and other moneys
21 received by the department for deposit in the fund. The moneys
22 in the fund are appropriated to the department for the advanced
23 dyslexia specialist endorsement competitive grant program.
24 Notwithstanding section 8.33, moneys in the fund at the close
25 of the fiscal year shall not revert to the general fund of
26 the state but shall remain available for expenditure for the
27 advanced dyslexia specialist endorsement competitive grant
28 program for subsequent fiscal years. Notwithstanding section
29 12C.7, subsection 2, interest or earnings on moneys in the fund
30 shall be credited to the fund.
31 Sec. 2. DEPARTMENT OF EDUCATION —— ADVANCED DYSLEXIA
32 SPECIALIST ENDORSEMENT COMPETITIVE GRANT PROGRAM. There
33 is appropriated from the general fund of the state to the
34 department of education for the fiscal year beginning July
35 1, 2024, and ending June 30, 2025, the following amount, or

1 so much thereof as is necessary, to be used for the purposes
2 designated:
3 For deposit in the advanced dyslexia specialist endorsement
4 competitive grant program fund established pursuant to section
5 256.20, if enacted:

7 EXPLANATION
8 The inclusion of this explanation does not constitute agreement with
9 the explanation’s substance by the members of the general assembly.
10 This bill establishes the advanced dyslexia specialist
11 endorsement competitive grant program within the department of
12 education.
13 The bill requires the department to develop and administer
14 an advanced dyslexia specialist endorsement competitive grant
15 program to provide grants to teachers to offset the costs
16 associated with obtaining an advanced dyslexia specialist
17 endorsement issued by the board of educational examiners. The
18 bill appropriates $335,000 from the general fund of the state
19 to the department for FY 2024-2025 for purposes of the program.
20 The bill prohibits the department from providing more than
21 25 grants annually under the program unless surplus moneys are
22 available. The bill requires the state board of education to
23 adopt rules to administer the program. The bill establishes
24 an advanced dyslexia specialist endorsement competitive grant
25 program fund in the state treasury and appropriates moneys in
26 the fund to the department for the program.
