1 An Act relating to the department of education, including
2 the district-to-community college sharing or concurrent
3 enrollment program and the postsecondary summer classes for
4 high school students program, and making appropriations.

1 Section 1. DEPARTMENT OF EDUCATION —— NONPUBLIC SCHOOL
2 CONCURRENT ENROLLMENT PAYMENTS TO COMMUNITY COLLEGES.
3 1. There is appropriated from the general fund of the state
4 to the department of education for the fiscal year beginning
5 July 1, 2023, and ending June 30, 2024, the following amount,
6 or so much thereof as is necessary, to be used for the purposes
7 designated:
8 For payments to community colleges for the concurrent
9 enrollment of accredited nonpublic school students under
10 section 261E.8, subsection 2, paragraph “b”:

12 2. Notwithstanding section 8.33, moneys appropriated in
13 this section that remain unencumbered or unobligated at the
14 close of the fiscal year shall not revert but shall remain
15 available for expenditure until the close of the succeeding
16 fiscal year for support costs associated with the creation
17 of a program to provide additional moneys for resident high
18 school pupils enrolled in grades nine through twelve to attend
19 a community college for college-level classes or attend a
20 class taught by a community college-employed instructor during
21 the summer and outside of the regular school year through a
22 contractual agreement between a community college and a school
23 district under the future ready Iowa initiative.
24 EXPLANATION
25 The inclusion of this explanation does not constitute agreement with
26 the explanation’s substance by the members of the general assembly.
27 This bill relates to the department of education, including
28 the district-to-community college sharing or concurrent
29 enrollment program and the postsecondary summer classes for
30 high school students program. The bill appropriates $2 million
31 from the general fund of the state to the department in FY
32 2023-2024 for purposes of providing payments to community
33 colleges for the concurrent enrollment of accredited nonpublic
34 school students under the district-to-community college sharing
35 or concurrent enrollment program. The bill provides that if

1 these moneys remain unencumbered or unobligated at the close of
2 the fiscal year the moneys shall not revert to the general fund
3 of the state but shall remain available for expenditure until
4 the close of the succeeding fiscal year for the postsecondary
5 summer classes for high school students program, which allows
6 resident high school pupils enrolled in grades 9 through 12 to
7 attend a community college for college-level classes or attend
8 a class taught by a community college-employed instructor
9 during the summer and outside of the regular school year
10 through a contractual agreement between a community college and
11 a school district under the future ready Iowa initiative.
