1 An Act relating to continued annual training requirements for
2 certain volunteer fire fighters.

1 Section 1. Section 100B.6, subsection 3, Code 2023, is
2 amended to read as follows:
3 3. a. Programs conducted by the fire service training
4 bureau shall include at a minimum instruction in the subjects
5 necessary for the certification of persons in accordance with
6 a nationally recognized fire fighter qualification system as
7 approved by the state fire service and emergency response
8 council. At the direction of the state fire marshal in
9 consultation with the state fire service and emergency response
10 council, the fire service training bureau may develop and
11 conduct programs which that extend beyond the programs directly
12 related to such system.
13 b. A member of a volunteer fire department may be deemed
14 to have completed the member’s continued annual training
15 requirements upon completion of seventy-five percent of the
16 required training hours if all of the following apply:
17 (1) The person has served as a volunteer fire fighter for
18 at least ten years.
19 (2) The person is compensated no more than five thousand
20 dollars annually for service as a volunteer fire fighter.
21 (3) The person serves a population of less than twenty
22 thousand.
23 (4) The chief of the volunteer fire department approves.
24 EXPLANATION
25 The inclusion of this explanation does not constitute agreement with
26 the explanation’s substance by the members of the general assembly.
27 This bill relates to continued annual training requirements
28 for certain volunteer fire fighters. Under current law, the
29 fire service training bureau offers programs to volunteer,
30 trainee, or employed fire fighters with minimum instruction
31 requirements for certification. The bill provides that a
32 member of a volunteer fire department may be deemed to have
33 completed the member’s continued annual training requirements
34 upon completion of 75 percent of the required training hours if
35 the person has served as a volunteer fire fighter for at least

1 10 years, receives no more than $5,000 in annual compensation
2 for service as a volunteer fire fighter, serves a population
3 of less than 20,000, and has approval from the chief of the
4 volunteer fire department.
