1 An Act directing the department of education to convene a
2 working group to study the impact of technology on the
3 cognitive function of students.

1 Section 1. DEPARTMENT OF EDUCATION —— WORKING GROUP ——
2 IMPACT OF TECHNOLOGY ON COGNITIVE LEARNING.
3 1. The department of education, in collaboration with the
4 department of health and human services, shall convene and
5 provide administrative support to a working group that shall
6 examine research related to the impact of technology on the
7 cognitive function of students.
8 2. Any expenses incurred by a member of the working group
9 shall be the responsibility of the individual member or the
10 respective entity represented by the member.
11 3. The working group shall submit its findings and
12 recommendations in a report to the general assembly by December
13 31, 2023. The report shall include recommendations on best
14 practices related to the use of technology in educational
15 settings with a focus on ways to mitigate technology’s negative
16 impacts on social and behavioral development, attention span,
17 and other cognitive functions.
18 EXPLANATION
19 The inclusion of this explanation does not constitute agreement with
20 the explanation’s substance by the members of the general assembly.
21 This bill directs the department of education, in
22 collaboration with the department of health and human services,
23 to convene a working group to examine research related to the
24 impact of technology on the cognitive function of students.
25 The bill requires the working group to provide a report to
26 the general assembly by December 31, 2023, detailing the
27 working group’s findings and recommendations. The report must
28 include recommendations on best practices related to the use of
29 technology in educational settings.
