1 An Act requiring regular meetings and special meetings of the
2 boards of directors of school districts to include time for
3 public comment.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. NEW SECTION. 279.2A Public comment —— regular
2 meetings and special meetings.
3 The board of directors of each school district shall provide
4 at least thirty minutes during each regular meeting and special
5 meeting to receive public comment. The board of directors
6 of a school district shall allow each interested member of
7 the public to speak during the public comment period, but may
8 impose a time limit on the amount of time a member of the public
9 is allowed to speak if the time limit is the same for each
10 speaker and necessary due to the amount of people wishing to
11 speak.
12 EXPLANATION
13 The inclusion of this explanation does not constitute agreement with
14 the explanation’s substance by the members of the general assembly.
15 This bill requires regular meetings and special meetings of
16 the boards of directors of school districts to include at least
17 30 minutes to receive public comment. The bill provides that
18 the board shall allow each interested member of the public to
19 speak during the public comment period, but may impose a time
20 limit on the amount of time a member of the public is allowed
21 to speak if the time limit is the same for each speaker and
22 necessary due to the amount of people wishing to speak.
