3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. DENTAL REIMBURSEMENT RATES —— MEDICAID PROGRAM
2 —— APPROPRIATION. There is appropriated from the general fund
3 of the state to the department of health and human services
4 for the fiscal year beginning July 1, 2023, and ending June
5 30, 2024, in addition to any other funds appropriated for the
6 same purpose, the following amount, or so much thereof as is
7 necessary, to be used for the purposes designated:

9 The funds appropriated in this section shall be used by the
10 department of health and human services to adjust reimbursement
11 rates for providers participating in the dental wellness plan
12 and dental wellness plan kids to provide reimbursement for
13 services at the commercial usual, customary, and reasonable
14 fee rate or at the commercial dental insurance billed charges
15 rate for the service; whichever is higher, in order to maximize
16 dental provider participation in and member access under the
17 dental wellness plan and dental wellness plan kids.
18 EXPLANATION
19 The inclusion of this explanation does not constitute agreement with
20 the explanation’s substance by the members of the general assembly.
21 This bill makes an appropriation from the general fund of
22 the state to the department of health and human services (HHS)
23 for FY 2023-2024, in addition to any other funds appropriated
24 for the same purpose, to be used by HHS to adjust reimbursement
25 rates for providers participating in the dental wellness plan
26 and dental wellness plan kids to provide reimbursement for
27 services at the commercial usual, customary, and reasonable
28 fee rate or at the commercial dental insurance billed charges
29 rate for the service, whichever is higher, in order to maximize
30 dental provider participation in and member access under the
31 dental wellness plan and dental wellness plan kids.
