1 An Act relating to deer hunting licenses available to
2 nonresident hunters.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 483A.8, subsection 3, paragraphs c and e,
2 Code 2022, are amended to read as follows:
3 c. The commission shall annually limit to six seven
4 thousand five hundred the number of nonresidents allowed to
5 have antlered or any sex deer hunting licenses. Seven hundred
6 fifty of the seven thousand five hundred nonresident antlered
7 or any sex deer hunting licenses shall be made available in the
8 drawing established in paragraph “e” for nonresident applicants
9 with zero preference points. Of the six seven thousand five
10 hundred nonresident antlered or any sex deer hunting licenses
11 issued, not more than thirty-five percent of the licenses shall
12 be bow season licenses. After the six seven thousand five
13 hundred antlered or any sex nonresident deer hunting licenses
14 have been issued, all additional licenses shall be issued for
15 antlerless deer only. The commission shall annually determine
16 the number of nonresident antlerless deer only deer hunting
17 licenses that will be available for issuance.
18 e. The commission shall assign one preference point to a
19 nonresident whose application for a nonresident antlered or any
20 sex deer hunting license is denied due to limitations on the
21 number of nonresident antlered or any sex deer hunting licenses
22 available for issuance that year. An additional preference
23 point shall be assigned to that person each subsequent year
24 the person’s license application is denied for that reason. A
25 nonresident may purchase additional preference points pursuant
26 to rules adopted pursuant to section 483A.1. The first
27 nonresident antlered or any sex deer hunting license drawing
28 each year shall be made from the pool of applicants with zero
29 preference points and shall be limited to seven hundred fifty
30 licenses. The second nonresident antlered or any sex deer
31 hunting license drawing each year shall be made from the pool
32 of applicants with the most preference points and continue
33 to pools of applicants with successively fewer preference
34 points until all available nonresident antlered or any sex deer
35 hunting licenses have been issued. If a nonresident applicant

1 receives an antlered or any sex deer hunting license, all of
2 the applicant’s assigned preference points at that time shall
3 be removed.
4 Sec. 2. Section 483A.8, subsection 3, Code 2022, is amended
5 by adding the following new paragraph:
6 NEW PARAGRAPH. f. If a nonresident hunting deer takes an
7 antlerless deer in a zone that is above the population goal
8 determined by the commission by rule, the commission shall
9 assign one preference point to the nonresident, which shall
10 be in addition to any preference points acquired pursuant to
11 paragraph “e”. The department shall determine a method for
12 verifying a harvest pursuant to this paragraph.
13 EXPLANATION
14 The inclusion of this explanation does not constitute agreement with
15 the explanation’s substance by the members of the general assembly.
16 This bill relates to deer hunting licenses available to
17 nonresident hunters.
18 Currently, the natural resource commission (NRC) issues
19 up to 6,000 antlered or any sex deer hunting licenses to
20 nonresidents. The bill increases that amount to 7,500. The
21 bill requires NRC to make 750 of the antlered or any sex deer
22 hunting licenses available to nonresident applicants who have
23 zero preference points. A drawing for those licenses shall
24 occur prior to a drawing in current law for applicants with the
25 most preference points that continues to pools of applicants
26 with successively fewer preference points until all available
27 nonresident antlered or any sex deer hunting licenses have been
28 issued.
29 The bill provides that if a nonresident hunting deer takes
30 an antlerless deer in a zone that is above the population
31 goal determined by NRC, then NRC will assign one preference
32 point to the nonresident, which shall be in addition to any
33 preference points purchased or acquired after failing to obtain
34 an antlered or any sex deer hunting license from a drawing.
35 The department of natural resources shall determine a method

1 for verifying a harvest in a zone that is above the population
