3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 562A.12, subsection 3, paragraph a, Code
2 2021, is amended by adding the following new subparagraph:
3 NEW SUBPARAGRAPH. (4) To satisfy debts for a tenant’s
4 delinquent utility account.
5 EXPLANATION
6 The inclusion of this explanation does not constitute agreement with
7 the explanation’s substance by the members of the general assembly.
8 This bill provides that a landlord may withhold from a
9 tenant’s security deposit amounts as reasonably necessary to
10 pay for delinquent utility accounts the tenant was responsible
11 to pay during the tenancy.
