1 An Act establishing a qualified instruction funding supplement
2 for the school budget year beginning July 1, 2020, making
3 appropriations, and including effective date provisions.

1 Section 1. QUALIFIED INSTRUCTION FUNDING SUPPLEMENT FOR FY
2 2020-2021 —— APPROPRIATION.
3 1. a. For the school budget year beginning July 1,
4 2020, and ending June 30, 2021, each public school district
5 shall receive a qualified instruction funding supplement.
6 The supplement shall be in an amount calculated by the
7 department of management equal to the percentage of the amount
8 appropriated under subsection 4 that is proportionate to the
9 school district’s total in-person instruction days as a share
10 of the statewide total in-person instruction days.
11 b. For purposes of this section:
12 (1) “Total in-person instruction days” means the sum of the
13 number of school days the school district offered in-person
14 instruction within the school district between August 23, 2020,
15 and January 29, 2021, multiplied by the actual enrollment of
16 the school district for the budget year beginning July 1, 2020.
17 Each school day for which the school district offered in-person
18 instruction to all students within the school district for six
19 or more hours shall be counted as one school day. Each school
20 day for which the school district offered in-person instruction
21 to all students within the school district for three or more
22 hours but less than six hours shall be counted as one-half of
23 a school day. Each school day for which the school district
24 offered in-person instruction to one-half or more but less than
25 all students for six or more hours shall be counted as one-half
26 of a school day.
27 (2) “Statewide total in-person instruction days” means the
28 sum of each amount determined under subparagraph (1) for all
29 public school districts in the state.
30 2. The qualified instruction funding supplement shall be
31 miscellaneous income, shall be deposited in the general fund of
32 the school district, may be used for any school general fund
33 purpose, and shall not be included in district cost.
34 3. The qualified instruction funding supplement shall be
35 paid at the same time and in the same manner as foundation

1 aid is paid under section 257.16, and may be included in the
2 remaining monthly payments of state aid under section 257.16,
3 subsection 2, for the budget year beginning July 1, 2020.
4 4. There is appropriated from the general fund of the state
5 to the department of management for the fiscal year beginning
6 July 1, 2020, and ending June 30, 2021, thirty million dollars
7 to be used for the payment of qualified instruction funding
8 supplement payments under this section.
9 5. Each public school district in the state shall certify to
10 the department of management on or before the fourteenth day
11 after the effective date of this Act, the school district’s
12 total in-person instruction days as determined under subsection
13 1, paragraph “b”, subparagraph (1).
14 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate
15 importance, takes effect upon enactment.
16 EXPLANATION
17 The inclusion of this explanation does not constitute agreement with
18 the explanation’s substance by the members of the general assembly.
19 This bill establishes a qualified instruction funding
20 supplement for the school budget year beginning July 1, 2020.
21 Each public school district shall receive a qualified
22 instruction funding supplement in an amount calculated by the
23 department of management equal to the percentage of the $30
24 million appropriated in the bill that is proportionate to the
25 school district’s total in-person instruction days as a share
26 of the statewide total in-person instruction days. Under the
27 bill, “total in-person instruction days” means the sum of the
28 number of school days the school district offered in-person
29 instruction within the school district between August 23, 2020,
30 and January 29, 2021, multiplied by the actual enrollment of
31 the school district for the budget year beginning July 1, 2020.
32 Each school day for which the school district offered in-person
33 instruction to all students within the school district for six

5 all students for six or more hours shall be counted as one-half
6 of a school day. “Statewide total in-person instruction
7 days” means the sum of each school district’s total in-person
8 instruction days for all public school districts in the state.
9 The qualified instruction funding supplement is
10 miscellaneous income, shall be deposited in the general fund of
11 the school district, may be used for any school general fund
12 purpose, and shall not be included in district cost.
13 The bill appropriates from the general fund of the state to
14 the department of management $30 million for the purpose of
15 making all qualified instruction funding supplement payments
16 under the bill.
17 The bill requires each public school district in the state
18 to certify to the department of management on or before the
19 14th day after the effective date of the bill, the school
20 district’s total in-person instruction days as determined under
21 the provisions of the bill.
22 The bill takes effect upon enactment.
