HOUSE RESOLUTION
requesting the hawaii emergency management agency to assist in organizing a statewide summit of organizations working on community resilience hubs.
WHEREAS, the increasing likelihood and severity of natural disasters caused by climate change have made emergency preparedness to protect lives and property more urgent; and
WHEREAS, community resilience hubs can help residents prepare for natural or human-caused disasters by serving as centers for coordination, resources, and information before, during, and after emergencies; and
WHEREAS, organizations throughout the State are actively working to develop and support community resilience hubs, including organizations that possess significant expertise and experience in community-based disaster preparedness; and
WHEREAS, convening a statewide summit of organizations working on community resilience hubs would provide an opportunity for stakeholders to share best practices, strengthen partnerships, and develop coordinated strategies to enhance community resilience across Hawaii; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2026, that the Hawaii Emergency Management Agency is requested to assist in organizing a statewide summit of organizations working on community resilience hubs; and
BE IT FURTHER RESOLVED that the Hawaii Emergency Management Agency is requested to partner with Vibrant Hawaii and Community Engagement for Resilient Neighborhoods, who are requested to take the lead in organizing the summit, including:

     (2)  Exploring strategies for establishing and strengthening community resilience hubs throughout the State; and
BE IT FURTHER RESOLVED that the Hawaii Emergency Management Agency is requested to support the planning and coordination of the summit and provide technical assistance and subject matter expertise, as appropriate; and
