HOUSE RESOLUTION
URGing the city and county of honolulu to take necessary steps to finalize, prioritize, and materialize the makakilo drive extension project.
     WHEREAS, the continued population growth in the Makakilo and greater Kapolei area has led to increased traffic congestion along existing access routes, particularly along Makakilo Drive and Farrington Highway; and
     WHEREAS, a 2009 environmental impact statement regarding potential avenues to relieve traffic congestion found that an extension proposed as part of greater planning for the Makakilo and Kapolei areas would not have significant adverse environmental impacts to native flora and fauna, existing land use, historical or cultural resources, and public services and facilities; and
     WHEREAS, while there has been long-standing advocacy from Makakilo residents and community members who have, for many years, requested that the extension project be completed, and despite various legislation proposed over the course of the last decade, no extension project to address the increased traffic congestion has materialized; and
     WHEREAS, it is a priority of the State to improve the regional connectivity between Makakilo, Kapolei, and the surrounding West Oahu communities; now, therefore,
     BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2026, that the City and County of Honolulu, including the Department of Transportation Services and other appropriate agencies, is requested to take necessary steps to finalize, prioritize, and materialize the Makakilo Drive Extension Project; and
     BE IT FURTHER RESOLVED that the City and County of Honolulu is encouraged to establish a clear timeline for the project that includes planning updates, funding identification, design, and construction phases; and
     BE IT FURTHER RESOLVED that the City and County of Honolulu is requested to submit a report, including a status update and implementation timeline for the project, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2027; and
     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Director of the Department of Transportation Services of the City and County of Honolulu, and Chair of the Honolulu City Council.
