HOUSE RESOLUTION

 

 

requesting the board of regents of the university of hawaii to review and clarify the roles, responsibilities, and functions of the University of Hawaii system in relation to the responsibilities of individual campuses.

 

 

 

     WHEREAS, the University of Hawaii System, as referred to in the Legislative Reference Bureau's Directory of State, County, and Federal Officials, is compromised of the Office of the President and various administrative offices that oversee particular University functions; and

 

     WHEREAS, effective coordination among campuses requires clear understanding of the responsibilities of the University of Hawaii System and the roles of individual campuses; and

 

     WHEREAS, the National Center for Higher Education Management Systems conducted a study examining the structure and governance of the University of Hawaii and recommended increased attention to the distinct functions of the University of Hawaii System and its role in supporting statewide priorities; and

 

     WHEREAS, clarifying the responsibilities of the University of Hawaii System can strengthen coordination, improve transparency, and support effective decision-making; and

 

     WHEREAS, section 304A-105, Hawaii Revised Statutes, grants the Board of Regents of the University of Hawaii exclusive jurisdiction over the internal structure, management, and operation of the University of Hawaii System; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2026, that the Board of Regents of the University of Hawaii is requested to review and clarify the roles, responsibilities, and functions of the University of Hawaii System in relation to the responsibilities of individual campuses; and

 

     BE IT FURTHER RESOLVED that the review consider how the University of Hawaii System can most effectively support statewide strategic priorities, coordination among campuses, and service to students across the islands; and

 

     BE IT FURTHER RESOLVED that the Board of Regents of the University of Hawaii is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2027; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Regents of the University of Hawaii and President of the University of Hawaii.
