HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE UNIVERSITY OF HAWAII BOARD OF REGENTS TO REVIEW AND REFINE THE OPERATIONAL MISSIONS OF THE UNIVERSITY OF HAWAII'S FOUR-YEAR INSTITUTIONS to ensure that each campus fulfills a distinct and complementary role in serving students and the state.

 

 

 


     WHEREAS, the University of Hawaii System plays a critical role in advancing education, workforce development, and research throughout the State; and

 

     WHEREAS, each campus within the University of Hawaii System serves distinct communities and fulfills unique roles in meeting the educational and workforce needs of Hawaii; and

 

     WHEREAS, the National Center for Higher Education Management Systems has recommended that the University of Hawaii refine and clarify the operational missions of its four-year institutions to ensure that each campus has a clear and complementary role in serving the State; and

 

     WHEREAS, clearly defined operational missions can strengthen collaboration among campuses, reduce unnecessary duplication of programs, and better align educational offerings with the needs of Hawaii's communities and economy; and

 

     WHEREAS, existing law grants the University of Hawaii Board of Regents exclusive jurisdiction over the internal structure, management, and operation of the University; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2026, the Senate concurring, that the University of Hawaii Board of Regents is requested to review and refine the operational missions of the University of Hawaii's four-year institutions to ensure that each campus fulfills a distinct and complementary role in serving students and the State; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii Board of Regents is requested to include in its review consideration of workforce needs, student access, geographic service areas, and the efficient use of statewide resources; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii Board of Regents is requested to submit a report of its findings and any recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2027; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chair of the University of Hawaii Board of Regents and President of the University of Hawaii and Chancellor of the University of Hawaii at Manoa; Chancellor of the University of Hawaii West Oahu; and Chancellor of the University of Hawaii at Hilo.
