HOUSE CONCURRENT
RESOLUTION
urging the department of transportation and the department of transportation services of the city and county of honolulu to work with community groups to advance the system of Coastal Trails on the North Shore of Oahu.
     WHEREAS, for as long as humans have inhabited the islands of Hawaii, people have been traveling around these islands on foot, forming communities and strengthening relationships with place; and
     WHEREAS, people in the islands today travel less frequently by foot, bike, and other modes of non-vehicular transportation due to factors including unsafe travel conditions along roadways; and
     WHEREAS, existing miles of paved and unpaved trails on the North Shore of Oahu represent decades of hard work by people in the community and government who have advocated for these trails; and
     WHEREAS, these trails provide safe conditions for non-vehicular travel and are well-used by North Shore residents, state residents, and visitors; and
     WHEREAS, roadways on the North Shore without adjacent, separated, and paved pathways discourage non-vehicular travel due to unsafe conditions on the roadway shoulder; and
     WHEREAS, the Honolulu City Council adopted a Complete Streets Ordinance in 2012 (ROH 14-18), which has led to the development of a Honolulu Complete Streets program with the goal of planning, designing, operating, and maintaining transportation facilities that are safe and accessible for all users; and
     WHEREAS, the Honolulu City Council adopted the final Oahu Vision Zero Action Plan in January 2025, with the goal of eliminating traffic deaths and serious injuries; and
     WHEREAS, the Department of Transportation published a draft Priority Multimodal Network in 2025, outlining multimodal transportation improvements that the Department plans to implement across the State in accordance with the 2024 Navahine v. Hawaii Department of Transportation settlement agreement; and
     WHEREAS, the Department of Transportation Services of the City and County of Honolulu is studying the potential for a Hale iwa Mobility Hub that will provide increased support for multimodal transportation services, including walking and biking, similar to other legislative and community-led efforts to create a park-and-ride shuttle system to the North Shore; and
     WHEREAS, the North Shore of Oahu experiences significant traffic congestion due to high volumes of state residents and visitors who drive through the North Shore during all seasons of the year, largely due to the region's scenery and desirable rural qualities; now, therefore,
     BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2026, the Senate concurring, that the Department of Transportation and Department of Transportation Services of the City and County of Honolulu are urged to work closely with North Shore community organizations to rapidly advance the system of multimodal coastal trails on the North Shore of Oahu and involve these organizations in the planning, design, construction, and maintenance of these trails; and
     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation and Director of Transportation Services of the City and County of Honolulu.
