SENATE CONCURRENT

RESOLUTION

 

 

Requesting the department of corrections and rehabilitation to establish a coordinated data entry system for the Department of corrections and rehabilitation and county police departments and prosecutors to track the status of detainees incarcerated in department of corrections and rehabilitation facilities.

 

 


     WHEREAS, the Department of Corrections and Rehabilitation (DCR) publishes an annual report containing critical statistics on the State's criminal justice system, including aggregated data on detainees; and

 

     WHEREAS, the data contained in the report document types of crimes committed, length of pretrial detention, reasons for pretrial release, and many other metrics for evaluating the status of detainees; and

 

     WHEREAS, the data contained in DCR's report are often inconsistent or incompatible with data collected by county police departments and prosecutors; and

 

     WHEREAS, the United States Department of Housing and Urban Development requires organizations participating in the Continuum of Care Program to establish and operate a coordinated entry system to promote more effective access to services; and

 

     WHEREAS, to meet this requirement, organizations in the State, such as Partners in Care, have implemented the Coordinated Entry System and Homelessness Management Information System, both of which allow service providers to coordinate care; and

 

     WHEREAS, the Department of Health similarly operates the Hawaii Coordinated Access Resource Entry System to ensure consistent access to care and universal intake standards across substance use disorder support service providers within the State; and

 

     WHEREAS, a similar coordinated data entry system that incorporates information gathered by DCR and county police departments and prosecutors would permit more effective tracking of detainees and afford greater access to rehabilitative programs and other resources; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2026, the House of Representatives concurring, that the Department of Corrections and Rehabilitation (DCR) is requested to establish a coordinated data entry system for DCR and county police departments and prosecutors to track the status of detainees incarcerated in DCR facilities; and

 

     BE IT FURTHER RESOLVED that DCR is requested to submit a report of its findings, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2027; and

 

     BE IT FURTHER RESOLVED that DCR is requested to include in its report:

 

     (1)  The implementation status of the coordinated data entry system;

 

     (2)  Any estimated costs necessary for the establishment, implementation, or maintenance of the coordinated data entry system; and

 

     (3)  The number of county police departments and prosecutors participating in the coordinated data entry system; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Corrections and Rehabilitation, chief of police of each county, and prosecuting attorney for each county.
