SENATE CONCURRENT
RESOLUTION
Supporting the governor's decision to join the west coast health alliance to guide public health decisions.
     WHEREAS, the State has historically demonstrated a strong commitment to protecting the health and safety of its residents through evidence-based policies and equitable access to health care; and
     WHEREAS, vaccines are among the most effective public health tool, protecting against serious illness and reducing community transmission and strain on the State's health care system; and
     WHEREAS, the State's high vaccination rates have contributed to maintaining one of the lowest mortality rates from infectious diseases in the nation, reflecting shared trust in science and collective responsibility to public health outcomes; and
     WHEREAS, the State's health care system continues to face challenges in public health, including workforce shortages, resource disparities between islands, and emerging public health threats; and
     WHEREAS, the West Coast Health Alliance provides a way for participating states to collaborate and develop science-based public health strategies, share data, and coordinate response to future health crises; and
     WHEREAS, the West Coast Health Alliance provides a platform for regional cooperation while recognizing each state's unique geography, laws, histories, and populations; and
     WHEREAS, participation in the West Coast Health Alliance affirms the State's commitment to promote clear, evidence-based guidance and policies informed by trusted medical and scientific experts; and
     WHEREAS, this collaboration strengthens public confidence in vaccines, public health institutions, and health directives through transparent communication and shared scientific principles; now, therefore,
     BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2026, the House of Representatives concurring, that this body supports the Governor's decision to join the West Coast Health Alliance to guide public health decisions; and
     BE IT FURTHER RESOLVED that this body remains committed to public health policies informed by the most current guidance and scientific consensus from trusted professional expertise and national medical organizations; and
     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governors of California, Oregon, and Washington, Governor, and Director of Health.
