Your Committee on Higher Education, to which was referred
S.C.R. No. 203 entitled:
“SENATE CONCURRENT RESOLUTION REQUESTING THE UNIVERSITY OF
HAWAII TO EXPLORE THE FEASIBILITY OF ESTABLISHING AN
ALZHEIMER’S DISEASE RESEARCH CENTER AND IDENTIFY THE
REQUIREMENTS FOR RECEIVING FEDERAL FUNDING FROM THE NATIONAL
INSTITUTE ON AGING FOR ALZHEIMER’S DISEASE RESEARCH,”
begs leave to report as follows:
The purpose of this measure is to request the University of
Hawaii to explore the feasibility of establishing an Alzheimer’s
Disease Research Center and identify the requirements for
receiving federal funding from the National Institute on Aging for
Alzheimer’s disease research.
Your Committee received testimony in support of this measure
from the John A. Burns School of Medicine of the University of
Hawai’i at Mãnoa; State Health Planning and Development Agency;
and Alzheimer’s Association.
Your Committee finds that Alzheimer’s disease is a
significant public health issue affecting millions of Americans,
including many residents of the State. Your Committee further
finds that National Institute on Aging—designated Alzheimer’s
Disease Research Centers are a national resource for research on
the nature of Alzheimer’s disease and related dementias and the

development of more effective approaches to prevention, diagnosis,
care, and therapy. Your Committee believes that exploring the
feasibility of establishing of an Alzheimer’s Disease Research
Center in the State is warranted, as the establishment of a Center
would advance scientific research, improve diagnosis and
treatment, and provide better care for those suffering from
Alzheimer’s disease.
As affirmed by the record of votes of the members of your
Committee on Higher Education that is attached to this report,
your Committee concurs with the intent and purpose of S.C.R. No.
203 and recommends that it be referred to your Committee on
Finance.
