RE: H.R. No. 184
H.D. 1
Honorable Nadine K. Nakamura
Speaker, House of Representatives
Thirty—Third State Legislature
Regular Session of 2025
State of Hawaii
Madame:
Your Committee on Energy & Environmental Protection, to which
was referred H.R. No. 184 entitled:
“HOUSE RESOLUTION REQUESTING THE DEPARTMENT OF HEALTH TO
CONVENE A DEMOLITION WASTE REDUCTION WORKING GROUP,”
begs leave to report as follows:
The purpose of this measure is to request the Department of
Health to convene a Demolition Waste Reduction Working Group.
Your Committee received testimony in support of this measure
from the Department of Accounting and General Services; Re—use
Hawai’i; Environmental Caucus of the Democratic Party of Hawai’i;
Hawai’i Reef and Ocean Coalition; Climate Protectors Hawai’±; and
Energy Justice Network. Your Committee received comments on this
measure from the Department of Health.
Your Committee finds that the State’s landfills are nearing
capacity and that there is significant community opposition to the
expansion of existing facilities or the establishment of new
facilities. Your Committee further finds that construction and
demolition waste represents one of the largest contributors to
solid waste in Hawaii. This measure helps bring together
stakeholders and experts to develop solutions to reduce
construction and demolition waste and increase deconstruction and
reuse practices.
