Your Committee on Higher Education, to which was referred
S.C.R. No. 142, S.D. 1, entitled:
“SENATE CONCURRENT RESOLUTION REQUESTING THE OFFICE OF THE
AUDITOR TO CONDUCT AN AUDIT OF THE UNIVERSITY OF HAWAII AT
MANOA ATHLETICS DEPARTMENT’S USE AND MANAGEMENT OF ITS
FUNDS,”
begs leave to report as follows:
The purpose of this measure is to request the Office of the
Auditor to conduct a performance audit of the University of Hawaii
at Manoa Athletics Department.
Your Committee received comments on this measure from the
University of Hawai’i System.
Your Committee finds that the University of Hawaii at Manoa
Athletics Department (Athletics Department) is responsible for the
operations of various student sports teams, the teams’ training
and performance, travel as necessary, and for providing
educational and mental health support for their athletes. To
support these efforts, the Athletics Department receives funding
from private donors, the University of Hawaii, legislative
appropriations, and various sport-specific distributions.

Your Committee further finds~ that an evaluation of the
Athletics Department’s use of its funds is necessary for the
improvement and efficiency of the Athletics Department as a whole.
Additionally, your Committee believes that the performance audit,
as requested by this measure, will be beneficial for the incoming
Athletics Director, giving the Director a better understanding on
the current use and management of Athletics Department funds and
how to improve in those areas.
Your Committee has amended this measure by making technical,
nonsubstantive amendments for the purposes of clarity,
consistency, and style.
As affirmed by the record of votes of the members of your
Committee on Higher Education that is attached to this report,
your Committee concurs with the intent and purpose of S.C.R. No.
142, S.D. 1, as amended herein, and recommends that it be referred
to your Committee on Finance in the form attached hereto as S.C.R.
No. 142, S.D. 1, H.D. 1.
