Your Committee on Education, to which was referred H.C.R. No.
137, M.D. 1, entitled:
“HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF
TRANSPORTATION, DEPARTMENT OF EDUCATION, AND CITY AND COUNTY
OF HONOLULU TO IMPLEMENT VISIBILITY ENHANCEMENT MEASURES ON
THE KUAHELANI AVENUE CROSSWALK AT KIPAPA ELEMENTARY SCHOOL,”
begs leave to report as follows:
The purpose of this measure is to urge the Department of
Transportation, Department of Education, and City and County of
Honolulu to implement visibility enhancement measures on the
Kuahelani Avenue crosswalk at Kipapa Elementary School.
Your Committee received testimony in support of this measure
from numerous individuals. Your Committee received comments on
this measure from the Department of Education.
Your Committee finds that Kipapa Elementary School features a
particularly dangerous crosswalk in a high traffic area on
Kuahelani Avenue. While the crosswalk features painted stripes
and crossing guards, these measures are insufficient to protect
against the dangers of the road. Your Committee notes that the
Federal Highway Administration recommends implementing visibility
enhancements, such as signage and lighting, in high traffic areas
where standard crosswalks are insufficient. Your Committee

believes that Kipapa Elementary School~s IKuahelani crosswalk would
significantly benefit from the visibility enhancement measures
recommended by the Federal Highway Administration.
As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee concurs with the intent and purpose of H.C.R. No. 137,
H.D. 1, and recommends its adoption.
