Your Committee on Education, to which was referred H.C.R. No.
129, H.D. 1, entitled:
~‘HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
TRANSPORTATION, DEPARTMENT OF EDUCATION, AND DEPARTMENT OF
TRANSPORTATION OF THE COUNTY OF MAUI TO COLLABORATE TO
PROPOSE VIABLE SOLUTIONS TO IMPROVE PEDESTRIAN AND TRAFFIC
SAFETY AND RELIEVE TRAFFIC CONGESTION AROUND HAIKU ELEMENTARY
SCHOOL,
begs leave to report as follows:
The purpose of this measure is to request the Department of
Transportation, Department of Education, and Department of
Transportation of the County of Maui to collaborate to propose
viable solutions to improve pedestrian and traffic safety and
relieve traffic congestion around Haiku Elementary School.
Your Committee received comments on this measure from the
Department of Education.
Your Committee finds that traffic congestion around Haiku
Elementary School is partly due to the school’s location and the
limited access via one single road, Pauwela Road. Your Committee
further finds that there are multiple possible solutions to
alleviate traffic congestion around Haiku Elementary School,
including establishing an additional pick—up and drop-off location

at Haiku Park Community Center and building additional sidewalks
near the school. This measure requests state and county
departments to collaborate to explore these and other solutions to
ensure the safety of students of Haiku Elementary School and other
pedestrians.
Your Committee has amended this measure by:
(1) Clarifying that the Maui County Department of Public
Works, rather than the Department of Transportation of
the County of Maui, is requested to collaborate with the
Department of Transportation and Department of Education
to propose viable solutions to improve pedestrian and
traffic safety and relieve traffic congestion around
Haiku Elementary School;
(2) Directing a certified copy of this measure to the
Director of Maui County Department of Public Works,
rather than the Director of Transportation of the County
of Maui;
(3) Amending its title in accordance with its amended
purpose; and
(4) Making technical, nonsubstantive amendments for the
purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee concurs with the intent and purpose of R.C.R. No. 129,
H.D. 1, as amended herein, and recommends its adoption in the form
attached hereto as H.C.R. No. 129, H.D. 2.
