Sir:
Your Committee on Health and Human Services, to which was
referred S.C.R. No. 120 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE AUDITOR TO
ASSESS THE SOCIAL AND FINANCIAL EFFECTS OF PROPOSED MANDATORY
HEALTH INSURANCE COVERAGE FOR CONTINUOUS GLUCOSE MONITORS,"
begs leave to report as follows:
The purpose and intent of this measure is to request the
Auditor to assess the social and financial effects of proposed
mandatory health insurance coverage for continuous glucose
monitors.
Your Committee received testimony in support of this measure
from the State Health Planning and Development Agency, State
Council on Developmental Disabilities, Hawaii Medical Association,
Liberty Dialysis Hawai‘i, Hilo Benioff Medical Center Foundation,
and one individual.
Your Committee finds that diabetes detection and treatment,
ongoing self-management, and improved delivery of care are
critical in preventing and reducing the burden of diabetes in the
State. Your Committee further finds that a non-adjunctive
continuous glucose monitor can be used to make treatment decisions
without the need for a stand-alone blood glucose test to confirm
testing results for diabetes patients. Your Committee believes
that effective glucose management can improve health outcomes and

decrease complication risks for renal disease, non-traumatic lower
extremity amputations, and blindness in diabetic patients. This
resolution is a step towards mandatory health insurance coverage
for continuous glucose monitors, that will allow the State to make
an informed decision to improve access to diabetes care and
support patients with diabetic chronic diseases, particularly
those in underserved and rural areas of the State.
Your Committee has amended this measure by making technical,
nonsubstantive amendments for the purposes of clarity and
consistency.
As affirmed by the record of votes of the members of your
Committee on Health and Human Services that is attached to this
report, your Committee concurs with the intent and purpose of
S.C.R. No. 120, as amended herein, and recommends that it be
referred to your Committee on Ways and Means, in the form attached
hereto as S.C.R. No. 120, S.D. 1.
