and Energy and Intergovernmental Affairs, to which was referred
H.C.R. No. 123 entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
TRANSPORTATION SERVICES OF THE CITY AND COUNTY OF HONOLULU TO
IMPLEMENT A RESTRICTED PARKING ZONE PILOT PROGRAM IN THE KO
'OLINA, HONOKAI HALE, NANAKULI, AND MAILI NEIGHBORHOODS,"
beg leave to report as follows:
The purpose and intent of this measure is to request the
Department of Transportation Services of the City and County of
Honolulu to implement a Restricted Parking Zone Pilot Program in
the Ko Olina, Honokai Hale, Nanakuli, and Maili neighborhoods.
Your Committees received testimony in support of this measure
from five individuals.
Your Committees received testimony in opposition to this
measure from one individual.
Your Committees find that restricted parking zones can be
used in residential areas where there is also significant demand
for on-street parking from nonresidents because of an identifiable
traffic generator, such as a nearby college or hospital.
Restricted parking zones can reduce unauthorized parking and
debris and increase pedestrian safety. Your Committees further

find that in 2017, the Department of Transportation Services of
the City and County of Honolulu identified Kalihi Valley as the
initial site for a Restricted Parking Zone Pilot Program. As the
Pilot Program was a success, the Honolulu City Council passed
Ordinance 23-27, which established a process for designating other
neighborhoods as restricted parking zones. Your Committees
conclude that due to the success of the Kalihi Valley program, it
is useful for the Department of Transportation Services of the
City and County of Honolulu to implement a Restricted Parking Zone
Pilot Program in additional neighborhoods to clean up those
neighborhoods and make them safer.
Your Committees have amended this measure by making a
technical, nonsubstantive amendment for the purposes of clarity
and consistency.
As affirmed by the records of votes of the members of your
Committees on Transportation and Culture and the Arts and Energy
and Intergovernmental Affairs that are attached to this report,
your Committees concur with the intent and purpose of H.C.R.
No. 123, as amended herein, and recommend its adoption in the form
attached hereto as H.C.R. No. 123, S.D. 1.
