Your Committee on Health, to which was referred S.C.R. No.
86, S.D. 1, entitled:
“SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
HEALTH TO CONVENE AN AEROMEDICAL SERVICES WORKING GROUP,”
begs leave to report as follows:
The purpose of this measure is to request the Department of
Health to convene an Aeromedical Services Working Group.
Your Committee received testimony in support of this measure
from the Department of Health; Air Methods; Hawaii Medical
Association; The Daniel R. Sayre Memorial Foundation; and one
individual.
Your Committee finds that most rural communities must rely on
the State’s aeromedical system for access to advanced levels of
trauma care, including accessing medical specialists and
subspecialists in an emergency medical situation, which puts
residents in these communities at greater risk of poor health
outcomes for serious medical conditions such as heart attacks,
strokes, or traumatic bodily injuries. Your Committee further
finds that because the State’s current aeromedical system is
served by a single statewide aeromedical services provider, there
are few viable and cost—effective alternatives in the event of a

grounding for maintenance or crew availability issues.
Identifying and developing recommendations to address the current
barriers that are preventing the expansion of the State’s
aeromedical services system is the first step in ensuring all
persons in the State have access to timely medical care in an
emergency situation.
Your Committee has amended this measure by:
(1) Amending the composition of the working group; and
(2) Amending the recipients of certified copies of this
measure.
As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 86,
S.D. 1, as amended herein, and recommends that it be referred to
your Committee on Finance in the form attached hereto as S.C.R.
No. 86, S.D. 1, H.D. 1.
