Sir:
Your Committee on Economic Development and Tourism, to which
was referred S.C.R. No. 65 entitled:
"SENATE CONCURRENT RESOLUTION URGING THE STADIUM AUTHORITY TO
FINALIZE A CONTRACT FOR THE CONSTRUCTION OF THE NEW ALOHA
STADIUM AND TO CONTINUE ITS EFFORTS IN EARNEST TO CREATE THE
NEW ALOHA STADIUM ENTERTAINMENT DISTRICT,"
begs leave to report as follows:
The purpose and intent of this measure is to urge the Stadium
Authority to finalize a contract for the construction of the new
Aloha Stadium and to continue its efforts in earnest to create the
New Aloha Stadium Entertainment District.
Your Committee received testimony in support of this measure
from the Department of Accounting and General Services and Aloha
Halawa District Partners LLC.
Your Committee received testimony in opposition to this
measure from three individuals.
Your Committee received comments on this measure from the
Stadium Authority.
Your Committee finds that since 2019, the Stadium Authority
has been overseeing the development of a masterplan of the New
Aloha Stadium Entertainment District (NASED), including a new
stadium facility. Your Committee further finds that the NASED

Project will make optimal use of public land for the economic,
residential, educational, and social benefit of residents and
visitors. The timely procurement and successful delivery of the
NASED Project is critical to avoid delays and to leverage the
years of work and investment to support Hawaii's economic future,
sports culture, and community development. Your Committee
concludes that finalizing a contract for the construction of the
New Aloha Stadium will streamline the development process and
ensure readiness for construction.
As affirmed by the record of votes of the members of your
Committee on Economic Development and Tourism that is attached to
this report, your Committee concurs with the intent and purpose of
S.C.R. No. 65 and recommends its adoption.
