Your Committee on Transportation, to which was referred H.R.
No. 53 entitled:
“HOUSE RESOLUTION URGING THE DEPARTMENT OF TRANSPORTATION
SERVICES OF THE CITY AND COUNTY OF HONOLULU TO CONDUCT A
TRAFFIC MITIGATION AND CALMING STUDY TO EVALUATE THE
EFFECTIVENESS OF CERTAIN TRAFFIC MITIGATION AND CALMING
DEVICES IN AND AROUND PAIWA STREET IN WAIPAHU, OAHU,”
begs leave to report as follows:
The purpose of this measure is to urge the Department of
Transportation services of the City and County of Honolulu to
conduct a traffic mitigation and calming study to evaluate the
effectiveness of certain traffic mitigation and calming devices in
and around Paiwa Street in Waipahu, Oahu.
Your Committee received testimony in support of this measure
from one individual.
Your Committee finds that Paiwa Street in Waipahu experiences
high traffic volume and excessive speeding, creating safety risks
for pedestrians, cyclists, and motorists. Traffic mitigation
measures such as speed bumps, raised crosswalks, and improved
signaling have proven effective in reducing accidents and
improving road safety in other areas throughout the State. This
measure will ensure the safety of residents by studying the

effectiveness of implementing traffic mitigation and calming
devices around Paiwa Street.
As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee concurs with the intent and purpose of H.R. No. 53 and
recommends its adoption.
