Your Committees on Energy and Intergovernmental Affairs and
Transportation and Culture and the Arts, to which was referred
H.C.R. No. 57 entitled:
"HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF
TRANSPORTATION SERVICES OF THE CITY AND COUNTY OF HONOLULU TO
CONDUCT A TRAFFIC MITIGATION AND CALMING STUDY TO EVALUATE
THE EFFECTIVENESS OF CERTAIN TRAFFIC MITIGATION AND CALMING
DEVICES IN AND AROUND PAIWA STREET IN WAIPAHU, OAHU,"
beg leave to report as follows:
The purpose and intent of this measure is to urge the
Department of Transportation Services of the City and County of
Honolulu to conduct a traffic mitigation and calming study to
evaluate the effectiveness of speed bumps, raised crosswalks, red
lights, and any other applicable traffic mitigation utilities for
the areas in and around Paiwa Street in Waipahu, Oahu.
Your Committees received testimony in support of this measure
from one individual.
Your Committees find that speed bumps, raised crosswalks, red
lights, and other traffic mitigation and calming devices enhance
road safety and reduce the likelihood of traffic-related
accidents. Your Committees recognize concerns from residents and
community members regarding excessive speeding, high traffic
volume, and increased risks to pedestrians, cyclists, and
motorists on and around Paiwa Street. The traffic mitigation and

calming study urged by this measure will help address these
concerns and prioritize the safety and well-being of residents and
visitors.
As affirmed by the records of votes of the members of your
Committees on Energy and Intergovernmental Affairs and
Transportation and Culture and the Arts that are attached to this
report, your Committees concur with the intent and purpose of
H.C.R. No. 57, and recommend its adoption.
