Your Committee on Judiciary & Hawaiian Affairs, to which was
referred H.C.R. No. 43, H.D. 1, entitled:
“HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF LAW
ENFORCEMENT AND DEPARTMENT OF TRANSPORTATION TO STUDY THE
POSSIBILITY OF A HIGHWAY PATROL AND THE INSTALLATION OF SPEED
CAMERAS ALONG MAJOR FREEWAYS AND HIGHWAYS IN PRIMARY AREAS OF
SPEEDING, INCLUDING THE IMPACT IT WOULD HAVE ON THE DISTRICT
COURTS,”
begs leave to report as follows:
The purpose of this measure is that the Department of Law
Enforcement and Department of Transportation are requested to
study the possibility of a highway patrol and the installation of
speed cameras along major freeways and highways in primary areas
of speeding, including the impact this measure would have on the
district courts.
Your Committee received testimony in support of this measure
from Oahu Metropolitan Planning Organization. Your Committee
received testimony in opposition of this measure from three
individuals. Your Committee received comments on this measure from
the Judiciary and the Department of Transportation.
Your Committee finds that speeding on major highways poses
significant safety risks. This resolution requests a study on the

feasibility of highway patrol and speed cameras in high—risk
areas, aiming to improve road safety while evaluating the impact
on district courts, ensuring effective enforcement and resource
management.
As affirmed by the record of votes of the members of your

report, your Committee concurs with the intent and purpose of
I-I.C.R. No. 43, H.D. 1, and recommends its adoption.
