HOUSE RESOLUTION
URGING THE DEpartment of education and HONOLULU POLICE DEPARTMENT TO ESTABLISH JUNIOR POLICE officer PROGRAMS THROUGH SCHOOL-POLICE PARTNERSHIPS IN SCHOOLS.
     WHEREAS, school-police partnerships have existed across the nation since the late 1900s with programs such as Officer Friendly, Drug Abuse Resistance Education (D.A.R.E.), and Gang Resistance Education and Training (G.R.E.A.T.); and
     WHEREAS, at the local level, the Honolulu Police Department operates many community programs including the Citizens Police Academy, D.A.R.E., Law Enforcement Explorers Program (L.E.E.P.), and Police Activities League (P.A.L.); and
     WHEREAS, Honolulu Police Department has been administering D.A.R.E. programs in Hawaii schools since the 1980s; and
     WHEREAS, Honolulu Police Department's L.E.E.P. activities offer career development, character building, and social engagement for young adults between fourteen and twenty years old; and
     WHEREAS, many schools feature Junior Police Officer programs, under the oversight of the Honolulu Police Department, that allow students to take a leadership role in their school, enforce campus safety rules, participate in an annual Field Day event, and more; and
     WHEREAS, every student on Oahu, regardless of their school or grade level, should have the opportunity to participate in a Junior Police Officer or similar school-police partnership program at their school; now, therefore,
     BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the Department of Education and the Honolulu Police Department are urged to establish Junior Police Officer or similar programs through school-police partnerships in all Oahu schools; and
     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Superintendent of Education, Chairperson of the Board of Education, Chief of the Honolulu Police Department, and Chair of the Honolulu Police Commission.
