Retroactively requires stipend funds repaid after July 1, 2023, by a stipend recipient under the Hawaii Early Childhood Educator Stipend Program to be deposited into the Early Learning Special Fund. Repeals the Hawaii Early Childhood Educator Special Fund. (SD1)
