Your Committee on Health & Homelessness, to which was
referred H.C.R. No. 144 entitled:
“HOUSE CONCURRENT RESOLUTION REQUESTING THE HAWAII MEDICAL
ASSOCIATION AND HAWAII PSYCHIATRIC MEDICAL ASSOCIATION TO
CONVENE A ROUNDTABLE TO ESTABLISH MEDICAL PROTOCOLS TO ENSURE
THAT AN INDIVIDUAL’S THYROID FUNCTION IS TESTED BEFORE
PSYCHOTROPIC MEDICATIONS FOR MENTAL ILLNESS ARE PRESCRIBED,”
begs leave to report as follows:
The purpose of this measure is to request the Hawaii Medical
Association and Hawaii Psychiatric Medical Association to convene
a roundtable to establish medical protocols to ensure that an
individual’s thyroid function is tested before psychotropic
medications for mental illness are prescribed.
Your Committee received testimony in support from the Hawaii
Disability Rights Center and four individuals.
As affirmed by the record of votes of the members of your
Committee on Health & Homelessness that is attached to this
report, your Committee concurs with the intent and purpose of
H.C.R. No. 144 and recommends that it be referred to your
Committee on Consumer Protection & Commerce.
