Your Committee on Water & Land, to which was referred S.C.R.
No. 104, S.D. 1, entitled:
“SENATE CONCURRENT RESOLUTION URGING THE STATE, CITY AND
COUNTY OF HONOLULU, AND UNITED STATES MILITARY TO COORDINATE
AND ADDRESS THE ISSUE OF ILLEGAL DUMPING WITHIN WAIPAHU AND
THE SURROUNDING COMMUNITIES OF EWA, PEARL CITY, AND AIEA ON
OAHU,”
begs leave to report as follows:
The purpose of this measure is to urge the State, City and
County of Honolulu, and United States military to coordinate and
address the issue of illegal dumping within Waipahu, Oahu, and the
surrounding communities of Ewa, Pearl City, and Aiea.
Your Committee received comments on this measure from the
Department of Health.
Your Committee finds that urgent action regarding illegal
dumping is needed to mitigate health risks, protect the
environment, and ensure the well—being of residents of and
visitors to Waipahu and the surrounding communities of Ewa, Pearl
City, and Aiea.

Your Committee has amended this measure by making technical,
nonsubstantive amendments for the purposes of clarity,
consistency, and style.
As affirmed by the record of votes of the members of your
Committee on Water & Land that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 104,
S.D. 1, as amended herein, and recommends its adoption in the form
attached hereto as S.C.R. No. 104, S.D. 1, H.D. 1.
