Your Committee on Transportation and Culture and the Arts, to
which was referred S.R. No. 71 entitled:
"SENATE RESOLUTION URGING THE DEPARTMENT OF TRANSPORTATION TO
INSTALL SPEED BUMPS AND SPEED LIMIT SIGNAGE ON THE PORTION OF
KAPOLEI PARKWAY BETWEEN KAPOLEI HIGH SCHOOL AND KAPOLEI
MIDDLE SCHOOL,"
begs leave to report as follows:
The purpose and intent of this measure is to urge the
Department of Transportation to install speed bumps and speed
limit signage along the portion of Kapolei Parkway between Kapolei
High School and Kapolei Middle School.
Your Committee received testimony in support of this measure
from the Department of Transportation.
Your Committee finds that according to the National Highway
Traffic Safety Administration, speeding is involved in nearly one-
third of all motor vehicle fatalities in the United States. Your
Committee further finds that in Kapolei, speeding is a constant
contributing factor in motor vehicle accidents and traffic
fatalities. Your Committee concludes that installing speed bumps
and speed limit signage along Kapolei Parkway will reduce the
number of speeding vehicles on the roadway and protect the
residents of Kapolei.
