Your Committee on Education, to which was referred H.C.R. No.
112 entitled:
“HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF
EDUCATION, IN COLLABORATION WITH THE OFFICE OF SCHOOL
FACILITIES AND SUPPORT SERVICES, TO DEVELOP PROCEDURES THAT
WILL EXPEDITE THE HIRING PROCESS FOR SECURITY GUARDS
REGULATED UNDER CHAPTER 463, HAWAII REVISED STATUTES,”
begs leave to report as follows:
The purpose of this measure is to urge the Department of
Education, in collaboration with the Office of School Facilities
and Support Services, to develop procedures that will expedite the
hiring process for security guards regulated under chapter 463,
Hawaii Revised Statutes.
Your Committee received testimony in support of this measure
from the Department of Education. Your Committee received
comments on this measure from the Board of Private Detectives and
Guards.
Your Committee finds that many young people experience
nonfatal physical injuries as a result of school violence. Your
Committee further finds that there has been an increased incidence
of violent events at public schools, which represents a growing

trend of violence that jeopardizes the safety and well-being of
children and educators in the State.
Your Committee also finds that security guards, under state
law, are a regulated profession subject to licensure,
registration, and continuing education requirements. The
Department of Education’s Office of School Facilities and Support
Services has an existing contract ensuring all security guards
employed by the Department of Education are compliant with the
licensure renewal requirements for private detectives and guards.
Your Committee believes that the growing trend of violence at
public schools necessitates the need for an increased security
presence on public school campuses through an increase in hiring
for security guards regulated under State law.
Your Committee has amended this measure by:
(1) Amending its title in accordance with its amended
purpose;
(2) Urging the Department of Education to also collaborate
with the Board of Private Detectives and Guards in
developing procedures to expedite the hiring process for
security guards; and
(3) Deleting language that urged the Department of Education
to consult with the Board of Private Detectives and
Guards to create new job descriptions for security
personnel that do not require the applicant to be
licensed under chapter 463, Hawaii Revised Statutes.
As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee concurs with the intent and purpose of H.C.R. No. 112,
as amended herein, and recommends its adoption in the form
attached hereto as H.C.R. No. 112, H.D. 1.
