Your Committee on Water & Land, to which was referred H.R.
No. 86 entitled:
“HOUSE RESOLUTION REQUESTING THE DEPARTMENT OF LAND AND
NATURAL RESOURCES TO CLEARLY DELINEATE OR DISTINGUISH
PROPERTY BOUNDARIES TO ENSURE THAT HUNTING ACTIVITIES ARE
OCCURRING ON DESIGNATED LANDS,”
begs leave to report as follows:
The purpose of this measure is to urge the Department of Land
and Natural Resources to clearly delineate or distinguish property
boundaries to ensure that hunting activities are occurring on
designated lands.
Your Committee received testimony in support of this measure
from the Hawai’i Farm Bureau. Your Committee received comments on
this measure from the Department of Land and Natural Resources.
Your Committee finds that there have been multiple incidents
where hunters have crossed from public hunting areas and
trespassed onto private lands. Your Committee finds that this
trespassing has sometimes resulted in the injury or loss of
private livestock and even human life. Your Committee further
finds that a clear delineation between public and private property
lines would reduce the likelihood of these occurrences.

As affirmed by the record of votes of the members of your
Committee on Water & Land that is attached to this report, your
Committee concurs with the intent and purpose of H.R. No. 86 and
recommends that it be referred to your Committee on Judiciary &
