Sir:
Your Committee on Energy & Environmental Protection, to which
was referred S.C.R. No. 74, S.D. 1, entitled:
“SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
HEALTH TO CONDUCT A STUDY OF THE METHODS USED IN OTHER STATES
TO MONITOR AIR POLLUTANTS EMITTED BY MUNICIPAL WASTE
COMBUSTION FACILITIES,”
begs leave to report as follows:
The purpose of this measure is to request the Department of
Health to conduct a study of the methods used in other states to
monitor air pollutants emitted by municipal waste combustion
facilities.
Your Committee received testimony in support of this measure
from the Department of Health; Climate Protectors Hawaii;
Environmental Caucus of the Democratic Party of Hawai’i; Energy
Justice Network; and one individual. Your Committee received
comments on this measure from Covanta.
Your Committee finds that of the twenty-two known pollutants
that municipal waste combustion facilities in the State emit, only
four are monitored continuously, while the remaining eighteen are
either monitored once per year or not at all. Your Committee
further finds that different states employ different methods to
monitor pollutants emitted by municipal waste combustion
