Your Committee on Transportation, to which was referred
S.C.R. No. 63, S.D. 1, entitled:
“SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
TRANSPORTATION TO PRIORITIZE REMEDIATION OF THE FLOODING
ISSUES PRESENT ON ROUTE 11 AROUND MILE POST SIXTY AS A SAFETY
PROJECT,”
begs leave to report as follows:
The purpose of this measure is to request the Department of
Transportation to prioritize remediation of the flooding issues
present on Route 11 around Mile Post 60 as a safety project.
Your Committee did not receive any written testimony on this
measure.
Your Committee finds that there is a well-documented history
of flooding on Route 11 near Mile Post 60 on the island of Hawaii.
Your Committee further finds that Mamalahoa Highway, which is used
by nearby communities to access medical services and as an
emergency evacuation route, is frequently closed due to flooding
issues. Your Committee believes that these road closures pose
significant safety issues to the communities that rely on
Mamalahoa Highway. This measure is intended to encourage the
Department of Transportation to address these safety concerns by

prioritizing remediation of flooding issues present on Mamalahoa
Highway.
As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 63,
S.D. 1, and recommends its adoption.
