Your Committee on Corrections, Military, & Veterans, to which
was referred H.R. No. 41 entitled:
“HOUSE RESOLUTION URGING THE DEPARTMENT OF LAW ENFORCEMENT,
FIRE DEPARTMENTS AND POLICE DEPARTMENTS OF EACH COUNTY,
HUMANE SOCIETIES IN EACH COUNTY, AND MEDIA ORGANIZATIONS
THROUGHOUT THE STATE TO COLLABORATE TO CREATE AND DISSEMINATE
PUBLIC SERVICE ANNOUNCEMENTS TO HIGHLIGHT THE DANGERS OF, AND
ADVOCATE AGAINST THE USE OF, ILLEGAL FIREWORKS IN ORDER TO
PROTECT THE HEALTH AND SAFETY OF THE COMMUNITY, PETS, AND
WILDLIFE,”
begs leave to report as follows:
The purpose of this measure is to urge the Department of Law
Enforcement, fire departments and police departments of each
county, humane societies in each county, and media organizations
throughout the State to collaborate to create and disseminate
public service announcements to highlight the dangers of, and
advocate against the use of, illegal fireworks.
Your Committee received testimony in support of this measure
from two individuals.
Your Committee finds that the effects of illegal fireworks
are significant and wide-ranging, including physical injuries to
and psychological effects on individuals, displacement of pets,

and negative impacts on wildlife. This measure urges various
state and county entities to collaborate to create and disseminate
public service announcements to highlight the dangers of, and
advocate against the use of, illegal fireworks.
Your Committee has amended this measure by making technical,
nonsubstantive amendments for the purposes of clarity,
consistency, and style.
As affirmed by the record of votes of the members of your
Committee on Corrections, Military, & Veterans that is attached to
this report, your Committee concurs with the intent and purpose of
H.R. No. 41, as amended herein, and recommends its adoption in the
form attached hereto as H.R. No. 41, H.D. 1.
