Your Committee on Energy & Environmental Protection, to which
was referred H.C.R. No. 35 entitled:
“HOUSE CONCURRENT RESOLUTION REQUESTING THE UNIVERSITY OF
HAWAII ECONOMIC RESEARCH ORGANIZATION TO CONDUCT A STUDY ON
SCOPE ONE, TWO, AND THREE GREENHOUSE GAS EMISSIONS,”
begs leave to report as follows:
The purpose of this measure is to request the University of
Hawaii Economic Research Organization to conduct a study on scope
1, 2, and 3 greenhouse gas emissions.
Your Committee received testimony in support of this measure
from the Democratic Party of Hawai’i; Hawai’i Alliance for
Progressive Action; and three individuals. Your Committee
received comments on this measure from the University of Hawai’i
System.
Your Committee finds that scope 1, 2, and 3 greenhouse gas
emissions categorize different kinds of emissions a company
creates in its own operations and wider value chain. Your
Committee further finds that assessing and reporting scope 1, 2,
and 3 greenhouse gas emissions, is crucial for identifying
opportunities to reduce emissions across public and private
sectors. Your Committee has considered the testimony submitted on
this measure and concluded that the Department of Health, instead

of the University of Hawaii Economic Research Organization, would
be a more appropriate entity to consider including an analysis of
scope 1, 2, and 3 greenhouse gas emissions as part of its work to
track greenhouse gas emissions pursuant to section 342B-71, Hawaii
Revised Statutes.
Your Committee has amended this measure by:
(1) Urging the Department of Health, instead of the
University of Hawaii Economic Research Organization, to
consider including an analysis of scope 1, 2, and 3
greenhouse gas emissions into its work to track
greenhouse gas emissions;
(2) Requesting the Department of Health to include its
analysis in their next greenhouse gas emissions
inventory report if the analysis is included in its work
to track greenhouse gas emissions;
(3) Amending its title in accordance with its amended
purpose; and
(4) Making technical, nonsubstantive amendments for the
purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your
Committee on Energy & Environmental Protection that is attached to
this report, your Committee concurs with the intent and purpose of
H.C.R. No. 35, as amended herein, and recommends that it be
referred to your Committee on Consumer Protection & Commerce in
the form attached hereto as H.C.R. No. 35, H.D. 1.
