Your Committee on Transportation, to which was referred
S.C.R. No. 25, S.D. 1, entitled:
“SENATE CONCURRENT RESOLUTION ENCOURAGING THE DEPARTMENT OF
TRANSPORTATION AND THE DEPARTMENT OF TRANSPORTATION SERVICES
OF THE CITY AND COUNTY OF HONOLULU TO EXPAND THE RED-LIGHT
SAFETY PROGRAM,”
begs leave to report as follows:
The purpose of this measure is to encourage the Department of
Transportation and Department of Transportation Services of the
City and County of Honolulu to expand the red—light safety
program.
Your Committee received testimony in support of this measure
from the Department of Transportation; Disability and
Communication Access Board; Pearl City Neighborhood Board No. 21;
Kapalama Neighborhood Security Watch; and two individuals. Your
Committee received testimony in opposition to this measure from
one individual.
Your Committee finds that red-light running is one of the
most significant causes of traffic fatalities and injuries at
signalized intersections. Your Committee further finds that Act
30, Session Laws of Hawaii 2020, authorized the implantation of
automated enforcement at certain intersections in urban Honolulu,

and that as of February 2023, there have been nine hundred forty-
six citations at the five intersections in urban Honolulu
currently issuing citations. Your Committee believes that
expanding automated enforcement of red—light running may reduce
traffic fatalities and injuries across the State.
As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 25,
S.D. 1, and recommends its adoption.
