Exempts the Hawaii Convention Center from certain requirements regarding concessions on public property. Authorizes the Hawaii Tourism Authority to sell or lease naming rights for the Hawaii Convention Center facility. Facilitates advertising and marketing in and on the Hawaii Convention Center facility. (CD1)
