Your Committee on Culture, Arts, & International Affairs, to
which was referred S.C.R. No. 1 entitled:
“SENATE CONCURRENT RESOLUTION RECOGNIZING THE DAY OF THE
SECOND NEW MOON AFTER THE WINTER SOLSTICE OF EVERY YEAR AS
THE LUNAR NEW YEAR IN THE STATE OF HAWAII,”
begs leave to report as follows:
The purpose of this measure is to recognize the day of the
second new moon after the winter solstice of every year as the
Lunar New Year in the State of Hawaii.
Your Committee received testimony in support of this measure
from CARES and one individual.
Your Committee finds that the Lunar New Year is observed by
numerous residents in the State, especially by the State’s
Chinese, Korean, Japanese, and Vietnamese populations. Your
Committee concludes that recognizing the Lunar New Year in Hawaii
honors the State’s rich cultural history, demonstrates its
commitment to cultural diversity, and extends best wishes for
peace and prosperity to all who celebrate this important occasion.
Your Committee has amended this measure by:

(1) Limiting recognition of the Lunar New Year from every
year to only 2025;
(2) Amending its title accordingly; and
(3) Making technical, nonsubstantive amendments for the
purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your
Committee on Culture, Arts, & International Affairs that is
attached to this report, your Committee concurs with the intent
and purpose of S.C.R. No. 1, as amended herein, and recommends its
adoption in the form attached hereto as S.C.R. No. 1, H.D. 1.
