Establishes the Hawaii Public Housing Authority public housing tenant upward mobility pilot program. Permits the Hawaii Public Housing Authority to contract with outside parties to implement the program. Requires interim and final reports to the Legislature. Appropriates funds. Effective 7/1/2050.
