Dear President Kouchi:
On July 5, 2023, the Judicial Selection Commission delivered to me a list of
candidates to fill a position in the District Court of the First Circuit, which will become
vacant by the retirement of Judge James McWhinnie in October, 2023.
Pursuant to article VI, section 3 of the Hawai’i Constitution, I have this day
appointed David M. Hayakawa to fill this position in the District Court. Enclosed for your
information is a copy of Mr. Hayakawa’s resume. Pursuant to Hawai’i Revised Statutes
Section 604-2, if confirmed by the Senate, Mr. Hayakawa’s term of office would be for six
years.
