This model will ensure a minimum level of funding per full-time equivalent (FTE) while considering various economic factors. Furthermore, it modifies the criteria for state fund apportionment, including an increase in the minimum carry forward balance from 5% to 7% for institutions. Institutions are required to maintain this minimum balance and submit a spending plan for any excess, which may include retaining the balance as a reserve fund for future expenses. The act is set to take effect on July 1, 2026.
